About The Role

We are looking to strengthen our Delivery team with a Regional Site Engineering Manager / Regional Designated Individual for Temporary Works based for United Utilities Region. 

You will report directly to the Head of Construction and your role will Lead the Northwest regional Site Engineering staff. You will be responsible for the overall direction, coordination, implementation, execution, control of all Site Engineering on site. Ensuring consistency and quality across the Framework and at all projects and clearly defining roles and responsibilities for Site Engineers. You will be responsible for the overall governance, assurance, and strategic oversight of temporary works across the region. This role ensures that temporary works are planned, designed, implemented, and dismantled safely and in accordance with legal and industry standards, particularly BS 5975.

Key responsibilities will include:

  • Lead and manage the regional Site Engineering team, Project Engineers, Senior Engineers, Engineers, Graduates and Apprentices. Also involved in Site Eng, Grad and Apprentice recruitment process.
  • Ensure the correct skill sets and experience in the Site Engineering Project teams are covered in all aspects of Site Engineering and HSEQ responsibilities.
  • Manage and support the teams according.
  • Hold regular regional team meetings.
  •  Liaise and assist the Regional Design Lead on lessons learnt and design improvements.
  • Carry out Site Engineering quality audits and inspections across all projects within the framework.
  • Ensure all construction works are managed, supervised and implemented to a consistent high standard with requisite quality control documented, audited and actively being managed.
  •  Manage all training requirements, ensure all Site Engineering qualifications are up to date, setting out, quality, BIM 360, TW, permits and HSEQ management.
  • Establish training plans, short, medium and long term. Utilise external and internal resources, NVQ assessors, NPORS trainers etc. Agree requirements and plans with the HSEQ and Operations SLT
  • Ensure the Site Engineering teams have all the IT hardware and software to carry their roles and responsibilities, total station equipment and CAD for setting out, lifting operations and planning, BIM 360. Liaise and work with the IT department, agree what is required at each career level.
  • Assist and support the Regional SHEQ Manager and team, review policies and procedures, maintaining all are up to date and sufficient to successfully deliver all site engineering operations across the framework. Promote and standardise safety excellence and best practice.
  • Assist the HSEQ in any investigations and reports. Fact findings, lessons learnt, agree and implement any changes.
  • Assist and support with the Regional Lifting Manager, ensuring all lifting operations are planned, managed, supervised and reviewed according.
  • Assist and support with the Regional Construction Manager, ensuring all Construction operations have considered and fully understood the brief.
  • Assist in recruitment and onboarding Site Engineering staff, review and agree requirements with the wider SLT.
  • Site Engineering staff HR interface, training, development, wellbeing and disciplinary etc.
  • Assess individual performance, promote and carry out Personal Development Reviews (PDR’s).

Temporary Works Designated Individual (TWDI)

  • Act as the senior accountable person for temporary works within the Region / Division reporting into the company TWDI.
  • Ensure the competency and appointment of all Regional Lead Temporary Works Coordinators (TWC) and Temporary Works Coordinators (TWC).
  • Manage the process of appointment of Temporary Works Supervisors (TWS) through the TWCs.
  • Manage, implement and ensure the companies Temporary Works Management Process, and all accompanying documentation are fit for purpose and aligned with current legislation and Standards, including the current version of BS 5975.

About You

Essential 

  • 10 years plus experience in the construction industry, leading, managing Site Engineering teams across multiple projects, including major project experience.
  • Excellent oral and written communicator with the ability to work in close partnership with clients, stakeholders and end users.
  • Fully versed and up to date in setting out instrumentation, hardware and software, total station, CAD etc.
  • Fully versed in BIM 360 field and on-site project quality management.
  • CITB Temporary Works Co-Ordinator Course or similar.
  • CSCS level 6 Black card or similar
  • Degree or NVQ in Construction Management or similar.
  • Lifting operations qualifications, CPSC Management of Lifting Operations, NVQ Appointed Person for Lifting operations or similar.
  • IOSH Managing Safety or similar.

    Desirable

  • Experience in water and wastewater treatment plants.
  • Experience in BIM modelling Services and digital rehearsals.

Temporary Works Designated  (TWDI)

  • Chartered Engineer (CEng) status preferred (ICE, IStructE, or equivalent).
  • Extensive experience in civil engineering or construction, with a strong focus on temporary works.
  • In-depth knowledge of BS 5975 and CDM 2015 regulations.
  • Proven leadership in managing temporary works across multiple projects.
  • CITB Temporary Works Coordinator training (or equivalent).
  • Strong communication, organisational, and decision-making skills.
